I'd like to change the name of one of my sounds. I have tried the "Edit Sound Information" button, and it does allow me to change the name, but when I press "Submit", the name is not altered.
Is there a delay before changes appear – or can the name of a sound not be altered?

Yes there is a delay between the moment you change the sound and the moment when you'll see it updated in the sound page. If you see it correct in the edit sound page, you'll eventually see it updated in the sound page as well. It can take up to an hour.

Something's not working properly with name changes:
1. https://freesound.org/people/guyburns/sounds/405239/ says "Small Town #1" – the new name.
2. https://freesound.org/people/guyburns/ says "Hamilton #1" – the old name.
So it looks like file names on my home page are not being updated.
I have tried to change file names on many different occasions and it never worked.
I DMd the moderators a few times about it. No reply.

Different things on Freesound are stored in different servers. Sometimes it can take over 24h for all pages to sync up.
If the problem is still there after a few days, then try using the contact form at the bottom of the page on the help tab to report that problem.

It is possible to change the name of a sound after you have uploaded it.
Once you go on to the page for editing the sound information, please note this is divided into sections with a 'submit' button at the end of each section.
This means 2 things:
1) When you press a submit button, you are only actually submitting the changes in that section. So make sure you press the button for the section where you made changes. Otherwise your changes will be lost.
2) If you need to make changes to more than one section, you need to submit these separately.
Note: this is something the Admins are looking at improving, as it has often caused confusion and mistakes (even the more experience uploaders sometimes still make a mistake because of this). But for the moment, that is how it is and how it works.
I tried that before, and I'll try it again. In fact I've just tested it on a track's info. I will re-post here whether it worked or not.
What is disappointing is that my (at least 2) private emails about this were not responded to, but if a criticism is posted here, publicly, it always gets a response.
Partially that would be because there are more people seeing these forum posts.
Often you get responses from older, more experienced Freesounders, who may not even be moderators but like to help when they can.
I am a Moderator, but mods only have access to approve / reject sounds and remove spam posts from new users.
There was a recent request to make the changes to the sample edit screen so that there is only one submit button and applies to all sections. - This may have come as a result of one of your emails (?)
I will see if anyone can get back to you.
(Remember the mods and admins are volunteers. Sometimes they are around, sometimes they are not...)
As I said the change it might take some time and this time should generally be shorter than 24h, but some times it can be more. I agree the submit buttons are a bit confussing. We’ll fix lots of these problems in the near future, but can’t guarantee a fix right away. We’ll keep you updated via our community update forum posts.
Regarding unanswered emails it could be for various reasons. We never ignore them, but we are really just a few people and some of us answer support requests in our free time. Before we had an email address for support and it was relatively easy to get mails lost in the queue. In the last year we started using a support tool called zendesk which has improved the situation a lot. Hopefully no more support requests remain unanswered
