Should I usually be able to play sounds? If so, why is it no working? If not, can you add that?
Try a different web browser.
If the problem doesn't persist using alternative program then try deleting your browser cache. Just search google for "delete browser cache for >your web browser<".
Also try updating adobe flash player
If these don't work then also try starting the program in "safe mode" or disable all extensions/plug-ins manually. There have been reports in the past that some extensions cause the same problem. But I can't remember which exactly.

Often I can't play sounds when I've got a DAW open simultaneously. Especially when its sample rate is different than 44.1.

Sounds like you need to select the option to "release audio device/ASIO driver when in the background" on your DAW.
