Do you know where i can get permission to use famous sounds effects like Wilhelm scream for my free animations, games and more non-commercial products?

I am not entirely sure, it's a bit unclear. But the Wilhelm scream, according to archive.org, is in Public Domain (see http://www.archive.org/details/WilhelmScreamSample) and I'm quite sure I've seen it here on Freesound as well.

Do you need for every movie, on that you put some backgroundmusic, for that music the permission, even if you covered the song yourself, and might just the melodie sounds similar? I had some problems on youtube, that they said I must have it, even if it is a 100 times covered electro music. Is this true, and if yes, where can I get it from?
