The concept hasn't changed since FS1, its still creative commons, yet some extra license types have been added, to give the author more freedom in restricting their creation, which is FAIR if you ask me, considering some sounds may take a long time and an added bit of cash to create.
All sounds are free to download and use in some way or another.
The license type determines how free exactly you are to use these particular sounds.
