The 5-minutes between replies SUCKS when I have THREE people to thank for their help. It has taken me 25 minutes to post this and the replies!
Pretty naive and silly restriction. There are MANY better ways protect against spamming and trolls with a BB system.
Name them, list them, with their advantages and disadvantages (i.e. why you recommend them).

Delays might be linked to whether or not a user has uploaded approved sounds before or not.
I don't have a solution, but I think answers like "we're all volunteers so we can't implement this," or, "we only have so many moderators who willingly moderate sounds for free," only add to the frustration of many.
Given it's 2013, and we're still seeing a forum that lacks a lot of capabilities that a regular forum would have is difficult, I understand, but we could definitely cut the slack to people who air their frustrations. Expectations in the present times are high, and if we are not able to keep up to the expectations, then posts like this are only warranted I think.
We can't try to go around asking people to appreciate what's being done.
Put a sticky, and be done with it. If people read it, fine, if they don't, then, well, it's just expected that we get these kinds of posts. There is an abundance of the type of posts where there are answers like "perhaps you could not write in all caps, perhaps you could appreciate what we are doing for free," etc. Think it really makes freesound look aristocratic.
If I were to suggest something, why not create a sub-forum called "vent your frustrations here"? We create a separate space (which I think we are obliged to give users given our shortcomings) to air their frustrations/grievances.
And most people who get annoyed by such posts can make it a point to never visit the frustrations sub-forum.
Forum could have more functionalities, but it would became less "freesoundey", I guess. It's not the area, that needs more. I would rather predict, that in the future - freesound may become some sort of unique social media system (of course not like that crap facebook).
But on first place - more functionalities related to easier management of large amounts of sounds.

I highly doubt your prediction given people in favor of a quality niche (ie freesound) are usually very few. I mean just go to one of your most popular sound pages and see the users who have downloaded the sounds. Hardly any of them have sounds uploaded. All they are here for is getting what they need. Some of those users probably even have forgotten that there's a site called freesound.
So not entirely sure how you mean the social media aspect of freesound, but if it's communication you are talking about, I highly doubt freesound has anything to offer to the larger masses for entertainment and distraction (thereby making it less of a social media site).
I do not think we need to compromise the freesoundey appeal of freesound, but we could definitely benefit with a better system, which I know is hard to implement because of... well, we all know why.
Sometimes - such "highly doubtful" ideas - are the only outcomes that appear. Over the years of course, not just weeks or months.
As for "social media" aspects - don't ask me how or what, I have no idea. I just predict, that either it may appear as something new - or within new trends that pop out in the next few years. Maybe some sort of multimedia interactive experiences, I don't know. Maybe it will evolve from geotags, like an quasi-equivalent of google street view? Don't know, but it will be either "social media" daily basis need, or just something... fun and easy to play with. And why freesond and not youtube? Lack of nasty advertising and thus faster site loading?
By "new" - I mean new type of trend, unknown (conceptually, technologically) nowadays. It's like this. We know forums and their functionalities since more than decade. And how old is facebook or twitter as "global trend"? Not too old...
World changes, technology changes, interactions between people change, things are becoming easier.
Well, I hope freesound advances and expands more. It still seems highly doubtful, but I'd love to be proven wrong.
