All sounds are free to use but if you use sounds under "Attribution licensed" you must credit the author if use them in a project if it is "Public Domain" or the Creative Commons 0 License is free to use for anything you want. And now the least liked type of license: The Attribution Noncommercial License", this license you can't use for anything that will earn you money and if it isn't for any profit you must still credit.
I hope I covered the licenses well enough but if any other users think I left out something fill free to pitch in extra info.
This site does not contain jingles, mostly raw sounds. You could try going to ccmixter.org for that.
Anything you download from this site is absolutely safe to download.
In five years of downloading audio-files from Freesound I have never encountered any malware.
However strictly speaking, it is possible to include malware in audio-files ... http://www.nbcnews.com/id/3078509/
[ I dunno if Freesound scan uploaded files for malware ]
Kevin MacLeod offers a range of music which you can use for free if you give him attribution (a credit) ... http://incompetech.com/music/royalty-free/

Not -entirely- true, some users do post bits of music that can be used for jingles. I got a great "8 o'clock action news" type jingle from here recently.
