It really depends on the license allocated the that particular sound you are using.
Check the Creative Commons license descriptions:
http://creativecommons.org/licenses/
CC0 sounds are in the public domain, so you are free to do whatever you want with these.
When you search for sounds, on the right hand side of the page there is a list of licenses you can filter the search by.
Each sound on this website has three type of licences, you have to mind these for using the sound:
1. The Creative Commons 0 license means that you can do whatever you want. As simple as that.
2. The Attribution License is the same, but you have to credit the producer of the particular sound at some point in your blog or youtube-video.
3. The Attribution Noncommercial License means that you can't use your sound for commercial projects (projects that aim to earn money). With other projects you have to give credit to the producer.
There isn't a simple yes/no answer for this website, sorry.
