it all depends on your platform. To convert among formats I'm using dBPowerAmp music converter, and a winamp plugin for playing.Here's some info:

I'm sure Audacity can handle .aif files, save as wav, export as mp3, and a lot other things. It's is free (opensource). The flac plugin for winamp is also free, as is the flac codec itself
As for dbPowerAmp, it used to be shareware with no restrictions but now it seems they have restricted it a bit. Hope this helps
