There are no stupid questions, only stupid answers....
After you uploaded your sounds you can choose if you want to place the new sounds in a pack that already exists, or if you want to make an new pack for yor sounds.
This question comes automaticly when you are at the stage of discribing your sounds.
Also you can later edit your sound information and choose to make a pack for the sound.

A pack is something you can make yourself when you are uploading sounds to the freesound project.
It is something like a folder on your computer where you can put files.
Sounds that have some connection you can put together in a pack. For excample if you make some diferent sounds of a train, you can make a pack called: trains, and put all the train sounds in there.
To upload sounds you can click the yellow button that sais: upload sounds.
When you follow the steps of uploading you will see that te program asks you to describe your sounds.
Here you will also see the question to create a pack.
just try something out, and i think you will find the steps.

If I understand your question you want to know what to do with packs that you download - how to 'install' them.
Packs are just a group of samples zipped together. Users have the option of grouping related samples into a pack when they upload them.
This is convenient when others download these samples because:
1) saves space - samples are zipped (zipped files are compressed so they take up less space)
2) Keeps related samples together (e.g. sounds from a drum kit) and is easier than downloading all samples individually (some packs contain over 100 samples).
Once you download the pack, you have to uncompress it (extract all files to a directory). Win 7 should support zipped files, so you do not need an external program to do this.
But there is no 'installation' as such. These are just samples.
You can place them into a channel in your DAW and move them in the timeline to the desired location, OR you can load them individually into a Sampler program.
You can also use them with sample editors, such as Audacity.
