I am just getting into making some music for myself. I am really into the sort of cyberpunk synths /drum beats such as this :

From what I gather it is old 80's synths? Is that true?
Also, I have an ipad air, could I start with that and branch out to something more robust when I get better at it?

I think you should try with some of Moog synths.
There are a whole bunch of them in vsti version.
They sound awesome for these types of basslines.
And about drums, GM have a pretty nice kits, which you can play with, adding reverb, a bit flange effects... etc.
You can pretty much turn any synth into what you're looking for. However, some come more easily to this sound than others. I'd recommend a few. Including zagi2's Moog suggestion.
Korg Mono/Poly vst (way cheaper than the hardware)
U-He- ACE, or Bazille (though Bazille has a fairly high learning curve at first)
Any Arturia synth.
