Although not entirely realistic, a lot of reverb and slow flowing sounds might also help.
There's a recent video game "Subnautica" that has done underwater ambiences pretty darn well (although mostly consisting of distant sea creature calls, which works very effectively), so you might want to listen to the sound of that for inspiration.

I've watched and heard a lot about SOMA, but have unfortunately never got around to playing it for myself. Though, that is another excellent example of underwater ambiences and sounds.

For synthesizing water or wind sounds:
1- Use a sound that cover the whole or most of the frequency spectrum.
2- Process it with equalizers, filters (LP - HP - BP - BS etc...) & compressors.
3- You can use reverb or other effects like: chorus, flanger & phaser.
* There isn't a specific method for creating the sounds you mentioned but the above method is an easy and basic one.
