It's made with a vocoder. Most comnercial DAWs have a suitable plugin included. In a nutshell, the process involves modulating a tonal sound, typically a synth pad, with either live or prerecorded speech. A quick search will point you to many good sources and tutorials.

Yup voice recorder plugin, I made some hilarious goat sounds synthed them into a track.

You can do it by using your voice recorder in a proper way.

Audacity has a free vocoder in it.
