In this video google translate was used for the vocal. It looks like he only used fl studio mobile. If you listen the song you can hear that it's rapping and singing. Unfortunately the user didn't post a tutorial about how he made the voice. I also use fl studio mobile to create my beats. I don't know FL Studio Mobile, but adjusting the pitch and speed would do this to a voice. Is it possible they used another programme also? Somebody has commented that the video is different to the project, and others have asked how the voice has been done with no replies. So...
