Hello I want to mix sound and visuals in a piece of work im doing, can anyone advise the best software to use as i am quite new to it all

Hm... "best" is kind of subjective.
What are your criteria?

Ease of use? Price? Power?

There's lots of free tools capable of adding audio tracks to video. If you want to do more complicated editing, mixing, syncing, etc., you might consider getting some video editing software.
Good Non-linear editing programs like Final Cut Pro/Express (my preference), Avid Xpress/Free DV, and Premiere should let you do a fair amount of audio editing/mixing in addition to highly sophisticated video editing.

You could also get a more sophisticated audio editing program (ex. Soundtrack) that allows you to watch a video track as you edit.

You might even be able to get away with a program that comes with your computer, like iMovie or Windows Movie Maker.

It all really depends on what you want to do.

Audacity (audio editing/processing only)
Avid Free DV (nonlinear video editing, sound editing)

adn define visuals, are you creating an interactive installation? or is it a lineair film?
(in the former, try pure data with the visual extension libraries or max/msp with jitter)

I've experimented it a little bit on my Mac OS X machine. It was cool once I got it running, but it seemed to be a bit unstable. I might need a new version though.
