I'm in the process of creating a Station ID for a non-commercial website that plays old radio shows. So it would be "You're listening to , thousands of free radio shows. It's that simple" Basically one of the static/radio tuning sounds fading into the announcement/identification.
Is a Station ID considered promotion or advertising? I'm unclear on this. Also, to make the sound more interesting, I would be running it through a glitcher/altering the sound quite a bit, but it is still using the original sampled/recorded sound.
If it is considered advertising and/or promotion, then I'll go a different route and figure something else out.

Also, you must be able to credit the uploader. Unless of course again the uploader gives you permission to use it without attribution.
