I came in this forum section to ask the same question.
I submitted my sound since 5 days therefore we can suppose a time around 1 week or maybe a little more.

Moderators pick a user and then get all their sounds that need moderation assigned. How they decide whom to moderate first is up to them. I don't think it's clear which user has been waiting the most on that interface.

You're right, It's not clear, but there is a definitive order.
It sounds counter-intuitive yes (in terms of moderating), but the uploads on the list are in order of the most recent at the top; I checked the date on two sounds on opposite ends of the list. I always accept sounds from the bottom knowing that they are older, you should do the same from now on unless it is changed. It seems there is no "order" per se, but the sounds are just literally stacked on top of each other.
I believe both me and pj asked Bram to get this changed as a priority, but he then replied in the mod thread about the possible change you know about.
I understand your concern as a moderator and your devoted work. But there is a copyright law which tells ( still searching for articles) that you CAN rearrange a few seconds of some original peace. I will appear with updated infos and set up discussion.

To avoid extra work for you: note that there is absolutely no problem with your use of public domain works, for example Kalinka. In most countries works enter public domain approximately 80 years after the author dies - http://en.wikipedia.org/wiki/Public_domain#Expiration_of_copyright
That is great and very interesting. So Kalinka, Te deum and Cockroach are safe for now .But Cello is dodgy one then. I am not a lower but you guys have to engage one. Just to explain to us, what we, or what we can not do. I don`t want to break any rules on this site, or put you, or myself in any threats. It is said, that is a myth that you can rearrange 30 seconds out of original, but there is also difference between US and EU law. I do not know. But will find out.
So what to do now? To wait that these buggers from Metallica die and then publish ,just a little piece of their refrain, that Marianne Faithfull played/sung, on a hurdy gurdy instrument ( which I couldn`t find, instead of that ,I used a harpsichord)?. HELP !!!
If you want to share your work, we recommend soundcloud or bandcamp ( http://www.freesound.org/help/faq/#other-0 ). I assume that soundcloud is the most permissive one regarding remixes.
The remixes are not illegal by themselves but many kinds of uses (not just commercial, see copyright myth #2) of the remixes could require additional permission of the copyright holders of the original, which is a problem, because CC0, CC-BY3 and CC-BY-SA3 (the licensing options on freesound) makes people think that an artist uploading to Freesound, has all the rights to distribute their work under the license, which the artist selected.
