I am a little comfused about the sound lincenses
I know that the first one means I can do whhat every I want with it
The second one I thinks meens I am alowed to do what ever I want with it and I can credit if I want too in what ever I use it in
But the last one I am the most comfused I am wondering if I can do what ever I want with it but I have to credit the author in whatever I do with it or am I allowed to use it in my stopmotion videos on youtube or I'm not allowed in my work on youtube or other site please help.

So I have to credit for both the secand and third, but I am still wondering if I'm allowed to use the sounds from the site on youtube or other sites
For the second, CC-BY, always allowed as long as you credit.
For the third, CC-BY-NC, allowed as long as you credit and you do NOT make money on it.
A Youtube channel that gives you money via advertising might be considered commercial; only use CC0 and CC-BY in those cases.

If someone can do whatever they want with a creative commons 0 licensed sound, does that mean they can re-upload it to other sound effect websites or even Freesound as their own?

No. CC0 is broadly permissive but it's still a license which means it confers restrictions on the user. One of those restrictions is that you can't falsely claim ownership or authorship.
