I'm producing a record, I'd "like" to use some sounds from this website. Am I to understand that by uploading a sound to this website, it's Author / Creator is releasing it into the public domain? I don't get that impression from reading the documentation on this site, it seems that it is still owned by the author, not this site?
Please thoroughly explain the steps I need to take, to obtain legal license to use a sound on a commercial recording, as well any obligations, such as liner notes, license usage agreement contracts ect...

Follow the link of the option you are concern in, the full details of 6 licences different status are included in... and it depends largely of what kind of licensed sample (if it is the case) you will use ... and for what.
I just started like you today to work with this wonderfull community. Hop for long time looking at the work. I dream linux since 2 years and ardour 2.5 decided me a while ago. Too good to deserve any profit. I'll pay my due. Promise !

if you want to use the samples on a commercial record, you need to make sure all the samples you use are clearly "Attributed".

If you feel that is too hard, talk to the people who made the samples and ask them if you can use them without attributing.
