Say I use a vengeance snare hit and use it as a base for a new unrecognizable and totally different snare.
Can I upload it as cc0?
Suppose instead I edit it so it still similar to the original one, but this time is in a loop with other samples.
Can I upload this one as cc0?
I'm no lawyer, so take what I say with a grain of salt.
I am unsure about the answer to the first part, but uploading it is a part of a loop "may" be OK.
You have to check their terms of use.
Propellerheads reason (a DAW) offers its own sound library, and if I remember reading their terms correctly, they mentioned something to the extent of "all the sounds are royalty free and you may use the sounds in your own commercial songs; you may, however, not redistribute the sounds as-is".
See if you can dig up such Terms of Use Vengeance may have put up.

I guess I should put it more generally. If I start from any sample, does transforming the sample in something very different make it my own?
As in, if I take a brass hit from the reason sound library, but turn it into an edm lead, am I redistributing the brass hit (obviously i'm not redistributing it _as-is_) or am I distributing my own trap lead?
This stuff is hard.
