I'd like to download and use some of these SFX in promos and PSAs for our college radio station. Is that even possible, since we wouldn't be giving audio attribution? Is there a work-around that gives credit to the artists who contributed the effects?

You have several options that might work.
The easiest one would be to list out the sounds (i.e. give attribution) somewhere on your website. And then at some points during the transmission say something like: "some of our radio jingles and promotions use sounds from Freesiund.org. Full list of credits cand found on our website."
