Freelance Voice Over talent

I am just starting out in Freelance Voice-over, mainly commercials for use on radio/TV/pod casting.
I am almost dead broke with this economy, and cannot afford 250+$ for a sound bed library.
Am I able to use works for this site for my production pieces. I mainly just need background music behind my voice. And If I am able to use bits and pieces, how do I properly attribute.
I am just so confused.
first of all, there are always many, many requests on freesound for female spoken sentences, or voice overs. Perhaps it woul be a great idea to offer people on freesound your services. That way you give some and you get some.
You can't use the samples on freesound for COMMERCIALS/ADVERTISING, but you can for other commercial projects (for example documentaries, movies, etc etc).
