Any old real time pitch-shifter can achieve this effect.
Example of a free Pitch-shifter - "Pitch Shifter" by RS-MSET:

By pitching the sound up or down, you'll create that sort of up and down sliding effect.

It's changing speed and pitch, (not just pitch).
So like "scratching" a vinyl record on a turntable.
Audacity is free software which has a time-track varies speed during playback ...
