I'm making a podcast which is likely to use a set of about a dozen sound effects, which would reappear with varying frequency in multiple episodes. If I am using sound effects with an "Attribution" license, can I list the attributions on a page on the podcast's website, or do I need to include each attribution in the episode description whenever it's used?

It's fine to add attributions to a page on your website. As a suggestion, you could point people to your attribution with a link in each podcast episode for extra kudos.
