this user Freqman is requesting payment commercial use of his sounds, but I guess he doesn't understand the CC terms, because the license attached to his work gives people freedom to use it in a commercial work. So, are we safe to use his work?

Please contact me for permission or to purchase rights if you wish to use my sounds in a commercial or for-profit project.
Any non-profit theatre production, grant presentation, student or non commercial audio/video artist is granted permission to use any of my sounds. Credit is not necessary, but please mention the freesound website. Credit my sounds as coming from: "Richard Frohlich" or "Texas Radio Theatre Company".
I would also appreciate a note, and information on how you used the sound.

hum, but that seems to go against the whole point of Freesound.
So I could upload thousands of commercial SFX sounds, and just say, you can't use any of these without paying for them...basically use freesound as a platform for advertising my business?

Well it doesn't seem any different than Kevin MacLeod's licenses. They're released under CC license.
However, should a situation occur in which the CC conditions cannot be met (ie. the music cannot be credited), a different licensing may be used, namely, use the music without attribution, but pay for it.
This does not mean you cannot ever use the music or sounds for free, you can use them under the CC license and thus properly attribute. In the case of user FreqMan, he also made an exception for non-profit/noncommercial or student productions, they are free to use the sounds without attribution and without paying for them. (Although prior contact for permission and a mention to Freesound is preferred)
As for it appears to prohibit usage under CC license for commercial projects, that is not true: "Credit or attribution must be included for these sounds to be used for free." That is the basic rule and that's basically a CC Attribution license. Only if one cannot attribute, and thus the CC license would prohibit use of the sample, he offers these alternatives.
