Thank you for your posting.

The target audience is basically anyone interested in the Kangas Sound Editor software, which allows for the synthesis of sound-effects and (Just Intonation) music from scratch. In the context of freesound.org, some people may use it to customise sounds that I (and potentially others) have posted here that have an XML equivalent - an example is the sound http://www.freesound.org/people/paulnorthyorks/sounds/112860/, where if you read the description, you can find a link to an XML equivalent on the web-page http://www.kangasound.com/xml/xml-listing.php

No, I haven't tried to scale it. At the moment I'm just trying to see whether there is sufficient interest in the software for me to develop it (and its supporting website www.kangasound.com) to the next level - I will know the answer to this on Saturday when the project deadline is reached.
