Hello...I'm new to sound. I wanted some PC software that can cut sound files and loop sound files. What is a good basic sound processing software to get?

I'm a sporadic user(maybe 10-20 days a year) of Audacity so I'm not in the market for alternatives, but your link has given me an excellent background and understanding of the programs I often see mentioned on freesound.
For my first year on freesound I didn't appreciate there was a difference between an Audio editor and a DAW but after I made an ignorant post a kind freesounder politely added to my education.
Another (heart) to the value of the freesound community beyond just samples.
Ardour is a free digital audio workstation. I've used it before and it seems alright for a freeware. You can do so much more on it than just an editing program like "audacity" as others have recommended. The main one is multi-tracking functionality (layering many audio channels together to make a composite).
Audacity is free...and tends to work just fine for all the chopping/cutting/dicing sound stuff most of us need.
Sony Soundforge is supposed to be better, but it isn't free...and I can't confirm how much better it is and if it makes any difference for what you personally are doing.
