This animation is crying out for some sound effects, (and a Windows Vista Logo ).

That particular animation is a GIF image. I'm pretty sure there are some programs that will accept GIF images as if they were a video file. But those probably aren't free. I have one that might work. I'll try it.
deloresi: You can try using Windows Movie Maker. I use it as a Stop Motion Animation Studio. The only problem is that you can only put five picture a second. Real animation uses 30 (or 24 if you're outside of North America or Japan) pictures per second.

PS: if you want to animate like the Good Old Videogame-Artists, then you can try an old Pixel Art Program, like Deluxe Paint Animation or VGAPAINT, which should be exactly, what you are looking for. But you need to install a DOS-Emulator (like DOSbox) to get them running.

spammer/flooders are getting smart, they post a text with some sense,
but the real goal is the link in the signature: a website out of the sound topic.
before answering to a post
PAY ATTENTION TO LINKS AT THE END OF THE POST, in the signature:
pass the mouse over the link and read the url (i.e. www . perfect women . com)
if the link is out of topic then the post is only SPAM.
