The trick to mastering isn't just having a program. If you are mastering on a computer, you will need to have a good knowledge of multiband compression, as well as EQ, bit rates, stereo imaging, etc. And the most important part is good monitoring, or at least bad monitoring that you know really well.
That being said, you can get a good multiband compressor for free here: http://rekkerd.org/sweetboy-vst/ called T-Sledge. I don't know of a free EQ, but maybe you can Google it. The best plug in I've found for mastering is called Ozone 3, made by Izotope software, but is unfortunately not free. Good Luck!
