Connect your cellphone to the computer, either with a cable, bluetooth or if you have other options, use them.
Depending on your operatingsystem, some device manager should pop up and tell you that the phone is connected.
If you've downloaded a file from here, it probably is a .wav file, so it should be converted to a mp3 file, or what ever compressed audio format the phone is capable of playing. If you don't know how, you can use http://audacity.sourceforge.net/ for that. Just open the file in audacity, and export the audio file into what ever format you wish.
Ok, next step is to upload it to your cellphone. You should be able to see your cellphone through your computer, so please open the filesystem and find your way to the music / ringtones folder on your cellphone. From here, it's copy/paste.
