Seconding Audacity. It does allow you to change tempo without affecting pitch and also let's you change pitch without affecting speed. Quick note though, changing pitch does have a slight affect on the length of the selection, but the can be easily fixed by adjusting tempo back to the original selection length. For very short samples it's not much of an issue, but with multiple tracks and/or full length recordings, a little extra attention to detail is required.
