I think it'd be easiest to get that sound from a video game, wouldn't it? I think you'd be pretty safe from a copyright standpoint being its a pretty universal sound. Unfortunately I am no gamer and have no idea what game would even have night vision.
Yes, I was thinking that if I needed such a thing, I'd just take it from a video game.... some of the Hitman and James Bond games have them, for a start.... but whatever context you were planning to use it in would have to be fairly quiet in order to hear it, and I'm not so sure that you'd be safe from a copyright standpoint - if the games companies could prove that you were selling their work without permission, I'm pretty sure they'd throw the book at you..... :?
I've posted a sound that I envision as a "night vision" sound. Looks like it hasn't passed moderation yet, but you should be able to find it later today or early tomorrow by searching "night vision". It may not be exactly what you're looking for, but it's original and free for you to use (under the "creative commons" license, of course).
