Packs can be downloaded in one go, like here (shameless plug, it's one of mine)
https://freesound.org/people/copyc4t/packs/14437/
so you can search for sounds that fit your needs and, if they belong to a pack, get the whole zipped pack.
As for software, here are a few:
Audacity, editing swiss-army knife
https://www.audacityteam.org/
Ardour, full fledged DAW (Digital Audio Workstation)
https://www.ardour.org/
LMMS, simpler DAW, pattern oriented, many instruments and presets included
https://lmms.io/
Waveform Free, full fledged DAW
https://www.tracktion.com/products/waveform-free
Cakewalk, full fledged DAW
https://www.bandlab.com/products/cakewalk
LMMS is really great if you're just wanting to have some basic sounds for whatever your project is. You can also download lots of free samples, loops even, to add to your project from the website Cymatics on the Free Downloads page: https://cymatics.fm/pages/free-download-vault. If you get a license from Cymatics, you don't even have to attribute their sounds (it was like, too good to be true when I found it, though I don't ever use the already made loops).
Also, (to copyc4t) is Ardour free?
Ardour is open, and as such its source is freely available, so anyone can compile it for their platforms of choice.
This also makes it possible for Linux distributions (e.g. Debian) to compile, package and distribute Ardour ready for use.
If you want official binary versions directly provided by the Ardour team, you can opt for a subscription or a single payment, as you can see here:
Thanks!
I would like to add 3 good websites to this list
Drum Samples & Loops from
https://www.producersbuzz.com/
Sound Effects

Melody Loops

Dear friend, and anyone interested:
My recommendation, as an amateur audio lover, is to get what you need; packs more take us away from the main aim of getting a good content, than help in fast search.
** Anyway, a professional Brazilian podcast editor shared his library of effects (not any music, I think), in this page: https://editorsenhor-a.com.br/2017/02/27/papo-editado-002-thiago-miro/ (Thiago Miro). The direct link of his library he shared is: https://www.dropbox.com/sh/msibrgq6uw5ihvz/AAAOuUNVmTrKl55SUyWubSlja?dl=0 **
Note that, although he shared what he legitimally have, maybe there are sounds you can't use in public works, due to possible copyright.
