I'm needing a (fairly) clean recording of an airline attendant announcing, "The captain has turned on (or off) the No Smoking sign" like you used to hear on planes before they eliminated smoking 100% on airplanes. I would prefer a female voice, but a male voice would work too. The one or two I have found have too much background noise and it is hard to make out what the announcer is saying. A 'real" recording would be great, but an authentic sounding recreation would work.

If you're on a Mac, try TextEdit's "Add to Music as a Spoken Track" under the "Services" menu. Some of the synthetic voices sound more natural than others, but some of them have interesting accents.
Run the result of the saved file through a band-pass filter to simulate the P.A..
When just "auditioning" the voices, select some short text phrases and go to "Edit -> Start Speaking".
I used this method to come up with the voice for a fake "numbers station" recording.
