I think (correct me if I am wrong) that to upload such a sample to freesound could be breach of coppyright and hense the creative commons lisence.
I expect it will be somewhere on youtube as part of his speech.

If it's on any official US government video/audio file, it's usually Public Domain, you can try Googling it using the very special url google.com/unclesam to search all .gov sites.
Do check if there's a copyright statement somewhere on the site you find it on (if you do find it), they also sometimes use CC Licenses iirc.
I know you're looking for the crowd chanting but I've seen this video before and it's very powerful. You probably won't be able to use it because it's copyrighted. But I thought you'd like to see it because your video is on President Obama.

technically as long as your songs never make it HUGE you can use the sounds you want too, nobody said anything to ROTATOR for doing all the mash up work he has done, but still it's gov sounds It'd be iffy. Hah I'm sure Obama wouldn't mind but hey!
