I have a few seconds of sound I want to give to this site, but I was unable to locate any information on how to do this.

If you click on the yellow button at the top right of the page ("Upload Sounds"), from there you can click on "+Add files" (or drag the file onto the screen) and click "Upload". Once it is uploaded, you will need to click "Describe Sounds" and add some sound information to your upload, including license information.

Once you've done that, your sound will go through moderation before it can be approved.
