Thank you, Klank, I'm sure he was.
Safety-car decision was made when Vettel turned the 3rd corner, and I guess team radios shouted at the very moment, so drivers must have known it when they were on 4th or 5th corner. They looked a bit slower than their regular speed between 6th and 7th.

Very nice. Especially the Japanese speaker. I don't understand them, but he like it for sure.
