Oddly, this sound reminds me of something.
MAybe not "reminds", because I have never heard the sound I am about to describe... but "makes me think of" is a better way of putting it.
It makes me think of the sound of a toilet flush cistern filling up with water, recorded and then heavily compressed as an mp3 file at very low bitrate.
Maybe someone wants to recreate this sound using the method I suggest :)
