This is a creepy recording of a "spy station" or numbers station on a shortwave radio band. These stations existed heavily in the cold war to relay info to spys. Many still exist today on shortwave.

Nice recording. Yeah I've heard that signal before. In fact, on the webSDR in University of Twente (The Netherlands) you can hear a similar signal like that but it sounds a little different. Sometimes it can be found around 4627.50 kHz LSB. Sometimes the signal is stronger than other times.
