Some kind of public address broadcast in the mountains. I couldn't get a good recording and there's a bunch of handling noise.
I believe the reason for the extremely slow pace of speech is so that the natural echo of the mountains does not interfere with the message's legibility.
Recorded in Wulai, Taiwan, with a zoom h1n recorder.
