This sound is part of the pack Air Raid Warning Siren Test
Every year, at midday on the 1st Wednesday in May, 1,078 air raid sirens across Denmark are tested. I originally misidentified these as warning sirens from the local oil refinery. There are 3 signals:
12:00: "Go inside"
12:04: "Go inside"
12:08: "Danger is passed"

Thanks @drkovorkian! It was actually a blackbird hopping around the recorder in my garden making those noises :D
